The regulatory framework for vacation rental properties (HUT - Habitatge d'Us Turistic) in Barcelona is one of the most restrictive in Europe. The context: why Barcelona has the strictest regulation

Since then, getting a new license in areas like Eixample, Gracia, or Barceloneta is virtually impossible.

The Plan 2028 and the future of HUT licenses

In 2024, Barcelona's City Hall announced it would not renew existing HUT licenses when they expire, aiming to eliminate all vacation rental properties by 2028. However, this plan is being legally challenged. While licenses remain active, owners must comply with all regulatory requirements.

The New Unified Registry (NRU)

Since July 2025, all vacation rental properties must be registered in the New Unified Registry (NRU). This registration number must appear in all your listings on Airbnb, Booking.com and VRBO.
